He left his native place as a youth and lived as an itinerant merchant. Settled at Nemuro, Hokkaido, and engaged in fisheries.
Career
He organized some 500 fishermen for a movement against their employers (1879). Joined the newspaper Hokkaido Jiyu Shimbun (1892) and worked for civic rights.
Kaiten Sugai joined the Liberal Party later and became interested in the problems of peasants. Organized a tenant farmers' union in Niigata Prefecture (1907). It was expanded into a North Japan Farmers League, of which he was chairman until he died.
Politics
After a proletarian movement was launched, he and Rikizo Hirano, socialist, organized the Japan Farmers Party, an extreme right-wing socialist party.
