Kakuryo Hayashi was born in Musashi Province (Tokyo) in the family of a direct retainer of the Tokugawa Shogunate.
While studying under Kodo Matsuzaki, he became well-known for his proficiency.
Was picked to the post of local magistrate in Enshu (Shizuoka Prefecture). In the great earthquake and tidal wave disaster in 1855, he opened government warehouses and spent his own money on the relief of sufferers. Also persuaded local wealthy people to help them. Later he was appointed magistrate in Dewa (Yamagata Prefecture). While there, he restored an abandoned copper mine. Retired from the Shogunate service because the Shogunate suspected him of subversive ideas because of his advocacy of closing Japanese ports to foreigners. He spent his remaining years quietly as director of a private school.
