Kamakichi Kishinoe was born in 1867.
After graduating from Tokyo University was appointed technical expert to Ministry of Agriculture and Forestry and conferred a doctorate in science (1891). Kamakichi Kishinoe appointed professor at his alma mater (1909) and made research in marine produce,such as tuna, sardine, bonito, prawn, ear-shell, jellyfish and coral. Tried to formulate a law to control fishing and its marketing. Resigned from the university due to age limit (1927) and later was a member of East Asia Cultural Bureau of the Foreign Office, which sent him to investigate marine produce in the Yangtze River, China.
