Kambe Kokubu was born in Ise Province (Mie Prefecture), Japan in 1851. He was the eldest son of Kambe VIII.

Kambe Kokubu proceeded to Edo and started manufacture and sale of shoyu (soybean sauce) (about 1870). He gave up manufacture of shoyu, due to business difficulties and devoted himself entirely to marketing it. Later took up a wholesale agency for Ebisu Beer. Kambe Kokubu entered the canning business (1915).
