He graduated from the Law School, Tokyo University (1887).
He became an official of the Legislative Bureau and then served in other Government agencies. Was Secretary General of the House of Representatives from 1897 until 1915. Was well-known as top authority on parliamentary procedures. Ably supported House Speakers and contributed to revisions of the House of Representatives Election Law. Helped Prince Hirobumi Ito in the formation of the Seiyukai Party.
