Kan Kase served with various local organizations and then was elected for the second time to Chiba Prefectural Assembly (1951). He elected to House of Councilors (1953). First belonged to Mushozoku Kurabu (Non-affiliated Diet Members' Club) and then joined left-wing Socialist Party (1954). Became the Third Reserve Man of Court of Impeachment of Judges.
