Kand Hagura

Background

Kand Hagura was born in 1790 in Osaka. The son of Yasuhira, a retainer of the hogunate. Succeeded his father as a daikan (local magistrate).

Education

While young he studied under Seiri Koga.

Career

Inspected island located to the south of Edo, including Oshima, Miyakejima and Hachijojima Islands. Favored by Tadakuni Mizuno Minister of the Shogunate, he once managed the silver mine at Ikuno (in Hyogo Prefecture), When foreign warships began to visit Japanese shores, he opposed intercourse with Western countries in a book titled Kaibo-liisaku (Private Opinions on Coastal Defense).
