Hodges was the prosecuting attorney for Newport from 1967 to 1974. In 1977 senator John Little McClellan died in office. Governor David Pryor appointed Hodges to serve out the remainder of McClellan"s term.
Under Arkansas law, an appointed Senator such as Hodges was not allowed to run for the Senate for a full term.
Hodges stepped down at the end of his term in 1979. He was replaced in the Senate by Governor Pryor, the man who had appointed him to the position.
