Kanemitsu Yoshikawa was born in 1902 in Japan.
Kanemitsu Yoshikawa graduated from Economics Department of Senshu University in 1925. Also he studied at Vienna University as overseas student of Senshii University in 1935 and made inspection tour of Europe and America.
Kanemitsu Yoshikawa served with Osaka Mainichi Shimbun (newspaper) and then as part-time employee of Social Affairs Section of Fukuoka Prefectural Government, director of Research Department of Tojo Nippo and special correspondent to the conference of League of Nations in Vienna.
Kanemitsu Yoshikawa served as lecturer at Senshu University, Chuo University and Taihoku (Taipeh) Higher Commercial School and director of Funabashi School of Agriculture and Forestry. He was elected four times to House of Representatives beginning from 1946.
Made inspection tour of Soviet Russia, Manchuria, North and Central China and the South Seas. Served also as counselor of National Tenants' Association, director of Japanese-American Club, chairman of Chiba Prefectural League of Livelihood Cooperative Union and trustee of Waseda and Senshu universities.
