Kaneshichi Masuda was born in Nagano Prefecture in 1898.
Kaneshichi Masuda joined the Ministry of Home Affairs. He was appointed Governor of Fukushima Prefecture in 1945, Governor of Hokkaido in 1946, and was elected to House of Representatives in 1947. Kaneshichi Masuda became Minister of Transportation in the First Yoshida Cabinet, and was elected chief of the Political Research Bureau of the Liberal Party. He served as Minister of Labor in the Second Yoshida Cabinet in 1948, also as Secretary General of the Cabinet in 1949. Later he was Minister of State and Chief Secretary of Cabinet in the Third Yoshida Cabinet, and Minister of Construction in 1950. He was appointed to Governor of Board of Development of Hokkaido. Kaneshichi Masuda served as Chief Secretary of Liberal Party in 1951. He unsuccessfully campaigned in the General Elections in 1955.
