Fought on the side of the Imperial Government in the war of the Meiji Restoration (1868) and participated in the expedition to Formosa.
He was governor of various prefectures before he was appointed Inspector-General of Metropolitan Police (1899). Was nominated a member of the House of Peers and served as Minister of communications and Agriculture-Commerce. Was Home Minister (1912-1914). Helped to organize Rikken Doshikai Party Minister of Communications and Agriculture-Commerce.
