Education
Karen A. O'Haire received a Bachelor of Science degree from the University of California in 1974. It was followed by a Master of Public Administration from California State University, Sacramento six years later. In 1983, she was certified in public sector labor relations at the University of California, Davis. In 1989, O'Haire obtained a Juris Doctor degree from McGeorge School of Law.
Career
Karen A. O'Haire served as an associate planner at Sacramento Regional Area Planning Commission from 1974 to 1980. That same year, she became a senior land use analyst at State of California Valley Regional Water Quality Control Center Sacramento holding the post till 1989 when she was addmitted to the State Bar of California. Since 1989, O'Haire has worked as a staff counsel at the California State Water Resources Control Board, Sacramento.
O'Haire has served an arbitrator at the American Arbitration Association, San Francisco.

Membership
Karen A. O'Haire was a commissioner of the Design Review Board, City of Davis from 1973 to 1975. Since 1989, she was a member of the American Bar Association serving as a chair and vice chair in the section of natural resources, energy and environmental law. She has also been a member of the Commonwealth Club of California.
