From September 1924 head, Organization(s) and Distribution Department, Moscow Oblast Party Committee. 1928 head, Department of Rural Work, Central Committee, All-Union Communist Party (Bolsheviks). Late 1928 elected second secretary, Moscow All-Union Communist Party (Bolsheviks) Committee.
From April 1929 first secretary, Moscow Oblast All-Union Communist Party (Bolsheviks) Committee. In same month named candidate Political Bureau member and secretary, Central Committee, All-Union Communist Party (Bolsheviks). From February 1931 secretary, Centr Asian Bureau, Central Committee, All-Union Communist Party (Bolsheviks).
From 1934 head Department of Sciences, Discoveries and Inventions, Central Committee, All-Union Communist Party (Bolsheviks). Elected member, Central Committee, All-Union Communist Party (Bolsheviks) at 14th, 15th, 16th and 17th Party Congresses. Elected member, Union of the Soviet Socialist Republics Central Executive Committee of several convocations.
Arrested by State Security organs.
