Cramer was born on April 16, 1962 in Bloomington, Indiana, United States; the daughter of John Gleason Cramer and Pauline Ruth (Bond) Cramer.
Cramer received a Bachelor of Arts degree in Mathematics in 1987 and a Master of Arts degree in American Studies in 1992 from Columbia University.
Cramer worked for five literary agencies, such as "Virginia Kidd Agency" and for several software companies, including consulting with "Wolfram Research" in the Scientific Information Group. In 1988, she co-founded with her husband, David G. Hartwell, and others "The New York Review of Science Fiction" magazine and served its co-editor until 1991, and again since 1996.
In the early 1990s, Cramer was the hypertext fiction editor at Eastgate Systems. She has written a number of essays published in the New York Review of Science Fiction. In addition, Kathryn launched "Black mark Productions", providing consulting services to electronic publishers.
