Katsuhiko was born in 1872, in Nagano, Japan.
Graduated from English Law Department of Tokyo University; then continued in his studies at graduate school. Was sent to Germany to study administrative law (1898).
While studying administrative law in Germany (1898), he received appointment as assistant professor of Law College and on returning to Japan (1903) was promoted to professor. Retired from the university on reaching age limit (1933) and became emeritus professor.
