Katsuichi Ikawa was born in Fukui Prefecture.
Passed the Diplomatic and Administrative Examinations (1940) before graduating from Tokyo University and became ofhcial of Ministry of Foreign Affairs.
Despatched to France as an oversea student of the Ministry (1941). Assigned to various offices of the Ministry, and assigned to the Overseas Office at Paris (1951), second secretary of Embassy in France (1952), first secretary (1954), assigned to the Treaty Bureau later the same year. Assigned to the Board of Chamberlains (1955), and appointed chief of the Third Section of the Treaty Bureau.
