Katsujiro Shimagami went to Tokyo (1899) and worked as an employee of the Furukawa Copper Foundry, then became a motorman of the Tokyo municipal tram service.
Together with Inosuke Nakanishi, he organized the Transit Labor Union of workers of the municipal tram service. Led a tram Strike in 1920, was discharged and imprisoned.
When the Sofukai, a tram service labor group, was organized, he became one of its leaders. He was reinstated as an employee of the Tokyo Municipal Electric Bureau and became chairman of the Sofukai.
