Katsumi Yamagata was born on February 18, 1902 in Nishinomiya, Hyogo Prefecture, Japan.
In 1925, Katsumi Yamagata graduated from Political Science Department of Tokyo University.
In 1925, Katsumi Yamagata entered Tatsuma Marine Insurance Company and became a managing director. In 1932 he became a director of Tatsuma Steamship Company, and then, in 1943, a president of Tatsuma Marine and Fire Insurance Company. The following year Yamagata became a president of newly established Koa (Asia Development) Association for Marine Fire Insurance and Establishment of Transportation Service into which the above company was amalgamated; was an appointed president of Tatsuma Steamship Company in 1939; resigned the above post in 1946; after the above company was renamed to Shin-Nippon (New Japan) Steamship Company in 1947 and Yamagata was reappointed to the post of president 1948; became a president of Japan Shipowners' Association in 1950 and was an elected member of House of Councilors. In the same year he became a member of Standing Committee for Transportation. As a Japanese representative, he attended general meeting of International Chamber of Commerce held in Lisbon in 1951.
