The second son of Gusan, a priest attached to Jissoji Temple.
Taught briefly at Kobe Commercial and Miyagi Normal schools. Was manager of Osaka Stnmposha newspaper and then director of Hocm Shimbun newspaper. Entering politics, was elected to Diet on a Kaishinto Party ticket (1881). Director of Commercial Bureau of Ministry of Agriculture and Commerce (1896); Vice-Minister of Ministry of Communications (1898); vice-chairman of Diet (1903); Minister of Communications (1915). Late in life was involved in a scandal but was declared innocent.
