Katsunosuke Inoue was born in 1860. He was the second son of Gorosaburo moue and son-in-law of Kaoru Inoue.
Katsunosuke Inoue was sent to Europe for studies (1871) and upon returning home joined the Ministry of Foreign Affairs as a secretary.
Later Katsunosuke Inoue was Ambassador to England, Minister to Germany then to Belgium, created Marquis (1915), president of Sochitsuryo (Bureau of Ceremonies) and then Privy Councillor.
