Yokoyama Katsutaro was born in 1877 in Hiroshima Prefecture, Japan.
Katsutaro Yokoyama graduated from Japanese Law School (1900).
After graduating Katsutaro Yokoyama was appointed Judge at Yamagata Law Court from which he resigned to practice law (1903). He was elected member of Tokyo Municipal Assembly (1914), and then to the Diet on a Minseito Party ticket (1917). Later was in turn chairman of Tokyo Lawyers Association, and vice-minister of Ministry of Commerce and Industry (1929).
