Kazutsugu Takenouchi was born in 1868 in Aichi, Japan.
Kazutsugu Takenouchi began life as a humble dealer in miscellaneous goods at Hawaii, and after suffering a setback he transferred his scene of activities to Vladivostok and then to Habarovsk, where he opened a photographic studio. He soon became popular with the Japanese residents there.
In 1898 when Kawakami, chief of the Japanese General Staff visited Habarovsk, he was secretly appointed an intelligence officer for the Japanese Army. He was, however, soon suspected of espionage by the Russians and had to leave during the Russo-Japanese War (1904-1905).
After the war he returned to Habarovsk and resumed his underground activities and proved of great use to the Japanese Intelligence Bureau. With the withdrawal of Japanese troops from Siberia (1921), he returned to Tokyo and lived a peaceful life till his death.
