Graduated from Economics Department of Tokyo University (1931).
Appointed director of Important Industries Council (1939), after war served as councilor of Commerce and Industry Ministry and Economic Stabilization Board and after being elected member of House of Councilors (1947) worked to promote civil liberties movement, anti-tuberculosis campaign, peace movement and UNESCO movement; above all is responsible for reopening of trade between Japan and China having concluded Sino-Japanese Trade Agreement during his visit to Moscow and Peking (1952). After returning home was elected three times to the Diet.
