Keiichi Yoshioka was born in 1909 in Saga Prefecture, Japan.
Keiichi Yoshioka became probationary employee at Local Affairs Bureau of Home Ministry (1933) and thereafter served as chief of Fukagawa and Ogibashi Police Stations in Tokyo and chief of various sections and departments of Nagano Prefectural Government, Home-Ministry and Gumma Prefectural Government, ultimately becoming director of Police Department of Shizuoka Prefectural' Government and director of Control Bureau of National Fire Prevention Board. Appointed director of Zenkoku Senkyo Kanri Iinkai (National Election Control Committee) (1949) and vice-governor of Shizuoka Prefecture (since 1952).
