Keimei Tomioka was born in Saga Prefecture, Japan in 1822.
Keimei Tomioka was imprisoned at the close of the Tokugawa regime for his political views. After the Meiji Restoration (1868), he served the new government in various capacities till his appointment as governor of Kumamoto.
During his 10 years as governor he did much for public works and charities and earned for himself the reputation of being a great governor. Was elected to House of Peers (1891).
