Kolb was born on February 9, 1922 in Billings, Montana, United States; the son of Percy Fletcher and Josephine (Randolph) Kolb.

Kolb earned his Basic Engineering degree in 1944 through Rutgers University's United States Army Specialized Training Program. Three years later he received a Bachelor of Architecture degree from the University of Washington. Also in 1950, Keith was given a Master of Arts degree in Architecture from Harvard University.
Kolb served in the United States Army from 1943 to 1945. He began his career as an architectural design coordinator at Montana State College (nowadays College of Arts and Architecture of Montana State University) in 1947 and held it for two years. Then in 1950, Keith took a position of a draftsman and designer at Gropius and The Architects Collaborative.
In 1952, he became a senior draftsman for Decker & Christenson and quickly became a partner in the newly renamed firm of Decker, Kolb & Stansfield in 1967. Upon Decker's death in 1971, the firm's name was changed to Kolb & Stansfield. Among firm`s notable projects are Mackenzie and Balmer Halls at the University of Washington, 1962; Harrison Memorial Hospital in Bremerton, 1965; the Nelskog Building in Everett, 1969; Redmond City Library, 1975; a Bio-Sciences Building / Eastlick Hall for Washington State University in Pullman, 1977 and others.
Also Kolb worked as an assistant professor, associate professor and professor at the University of Washington College of Architecture and Urban Planning from 1952 to until his retirement in 1990 as a professor emeritus.
Kolb was a president of the University of Washington Alumni Association in 1958-1959 and Laurelhurst Community Club between 1966-1967. He was a colonel in charge at the University of Washington Seattle United Good Neighbor Campaign from 1962 to 1963. Also Keith is a member of the American Institute of Architects and Phi Beta Kappa.
On June 18, 1947 Keith Kolb married Jacqueline Cecile Jump. They have 2 sons.
