Biasco earned an MS (1969) and a BS (1968) from the Institute of Design at the Illinois Institute of Technology (Chicago).
Since 1977 he has been the director of the photography program at the University of Texas in Dallas. Prior to that he was an assistant professor at the Institute of Design (1968-77) as well as the head of the Color Photography Department at the Chicago Academy of Fine Arts (1971-74). Concurrently with his teaching positions he has been working as a freelance photographer.
He has been the recipient of the President's Commission on Youth Award.
Biasco is a founding member of the south central chapter of SPE, a member of the Texas Arts Coalition and serves on the board of directors of the Allen Street Gallery in Dallas.
