He is the former president of Catholic Relief Services (Congressional Research Service). He then joined the Peace Corps, and served in Ghana. Afterwards, he joined Congressional Research Service, serving in Africa and Asia.
He was eventually named the president of Congressional Research Service, retiring in 2011.
He was nominated to the post by President Barack Obama in June 2013, and was confirmed by the Senate on August 1, 2013. He presented his Letters of Credence to Pope Francis on 21 October 2013.
