Served in France (1940) and resigned his post at his own request the same year to become paymaster first lieutenant of the Navy, rejoined the Foreign Ministry (1945). Served as aide to Japanese the Plenipotentiary at negotiations for conclusion of Sino-Japanese Treaty held at Taipeh (1952), went to France as second secretary (1952) and became chief of 4th Section of Bureau of European and American Affairs (1954) and chief of 5th Section of Bureau of European and American Affairs (1955).
