Kenkichi Inoue was born in Nagasaki Prefecture.
Kenkichi Inoue saw action in Russo-Japanese War (1904-1905) and then together with his brother engaged in espionage work in Chita, Siberia, as hotel keepers (1919-1920) and supported General Semenov. He was arrested by the Chinese together with Wanisaburo Deguchi, but were released through the intervention of Japanese Embassy (1924). Thereafter stayed in Peking spying on the activities of Kd-manji-kyd (a religious sect in Manchuria).
