Ki-tseng Quang was graduated from the Nanyang College in Shanghai, China.
After graduation, Ki-tseng Quang became a legation student and assistant commercial attache in the Chinese Legation in Paris, France. Then he stayed in France for seven years, where he attended Ecole des Hautes Etudes Commerciales and the Ecole Libre des Sciences Politiques and was awarded "Mention Tres Bien" upon the completion of his studies.
Mr. Quang accompanied the Chinese High Commissioners to Europe to study constitutions of Italy, Switzerland, Germany, Austria, etc. in 1906. Then he was appointed representative of Chinese Government to the International Conference of Oriental Literature held in Copenhagen, Denmark in 1908.
Ki-tseng Quang occupied such high positions as secretary to Chang Chih-tung, then Imperial Chancellor in 1909, superintendent of Chinese students in France in 1909-10, representative of Chinese Government to the International High Educational Conference at Brussels, Belgium in 1910.
Upon establishment of the Republic in 1912, he joined the Ministry of Foreign Affairs, where he remained for nine years, serving as a department chief and councillor. After that he became Chinese Minister to Mexico and Cuba in 1920-23, chief secretary in Sun Pao-chi's Cabinet in 1924, Chinese representative of the British-American Tobacco Co., in Peiping since 1931.
Mr. Quang was decorated by the Chinese Government and also received many decorations from foreign governments.
