Joined the Industrial Bank of Japan and succeeded his father as a marquis. Was president of the Nanzan Salt Manufacturing Company and Kyowa Automobile Company.
He entered politics after World War II and was elected a member of the House of Councilors. He belongs to the Ryokufukai group in the Upper House.
