He worked in the rightist group of Mitsuru Toyama which engaged in political activities. Was imprisoned for involvement in the Hagi Affair (1876) and released after Takamori Saigo's Rebellion (1877). Worked for civil rights and enhancement of Japan's national power. Became president of the Genyosha Society, succeeding Rokusuke Hakoda.
