Graduated from Civil Engineering Department of Tokyo University (1904).
Underwent actual training in railway engineering and later served as chief of various sections of Tetsudoin (Railway Bureau) and vice-chief of Transportation Department of South Manchuria Railway and then its director. Toured Europe and America (1927). He became member of House of Peers (1933). Later became chief director of Manchuria Emigration Association, vice-president of Toa Kenkyujo (Toa Research Institute), president of Toa Kotsu Kosha (Toa Transportation Corporation) and official of Kinki Nihon Railway Company and thereafter became chairman of Nihon Jitensha Sangyo Kyogikai (Japan Bicycle Industry Council). Held additional post of Nihon Kotsu Kyokai (Japan Transportation Association).
Books include Sobieto Rempo-no Shinso (The Actual Facts About the Soviet Union) and Nichiman Tosei Keizairon (On the Controlled Economy of Japan and Manchuria).
