He graduated from Canadian Academy at Kobe in 1922.
Kimpei Sheba entered The Japan Times and became its city editor (1925). He was private secretary to chief Japanese delegate Admiral Makoto Saito to Geneva Disarmament Conference (1927). Kimpei Sheba was representative in Japan of New York Times' Wide World Photos (1929-1932), and special correspondent in Japan of Chicago Tribune (1937-1941). He returned to The Japan Times (1941) and became its director and managing editor.
Following retirement (1952), founded Tokyo Evening Newti, English evening paper, with Seihei Okuyama and became its president. Following its merger with the Asahi Shimbun (newspaper), was appointed director and editor of Asahi Evening News (1954).
