Kinji Shimizu was born in Yamaguchi Prefecture, in 1898.
He graduated from Kyoto University in 1923.
He became professor of Nagoya Higher Engineering School in 1924. Then Kinji Shimizu was appointed president of Meiji Engineering College in 1944 and president of Nagoya Engineering College in 1948.
In 1949 he became president of Nagoya University. He served as education inspector of the Ministry of Education and consultant engineer of the Japan Technical Academy (1941-144), as director of scientific education of the Ministry of Education (1944-1948).
Kinji Shimizu received doctorate in engineering in 1940. He was an active leader in Japan's industrial education and the author of "General Principles of Electrical Engineering" and "Test Methods of Strong Electric Currency."
