Education
A graduate of Keio University, he studied in Europe.
Career
He became a counsellor to the Foreign Office. An expert on history of diplomacy, he participated m the Washington and Paris Conferences. Was appointed professor then president of Keio University. Was a member of the Privy Council. Was president of Aichi University and a member of the Japan Academy. Wrote books on the history of diplomacy in Europe.
