Kiroku Oguchi became a member of the town and prefectural assemblies and mayor of Tovohashi (1902). He was elected to the Hous'e of Representatives (1912) and subsequently was successful in 10 parliamentary elections. He was chairman of the Policy Committee and Executive Board of the Seiyukai. He was an adviser to the Toa Kogyo (East Asia Industry) Company.
