Formerly a clansman of Tosa (Kochi Prefecture), he graduated from the Literature Department, Tokyo University (1880). Went to England to study in 1886.
Career
Was principle of the Kochi Middle School, professor at the Seventh Higher School, then at the Second Higher School. Since 1897, governor of Tochigi, Miyazaki, Niigata and Kagoshima Prefectures. Nominated a member of the House of Peers (1907). Widely read in history, he wrote biographies of Ryoma Sakamoto and Napoleon.
