In 1891 he graduated from the Naval Academy and in 1927 he was made an admiral.
In the interval, he was instructor at the Naval Staff College, captain of the Warship Akitsushima, Navy Vice-Minister, Commander of the Kure and Yokosuka Naval Bases. He was adviser to the Japanese delegation to the London Disarmament Conference in 1930. In 1930 he became Navy Minister in the Hamaguchi Cabinet.
In 1939 he became a member of the House of Peers and a Cabinet Counsellor of the Konoe Cabinet.
