Kiyotsuna Kuroda began taking active part in national affairs toward the end of the Tokugawa rule. After the Restoration in 1868 he entered government service and was in turn senior councilor of Tokyo, high official in Ministry of Education, member of Genroin (senate) and created Viscount.
In 1897 Kiyotsuna Kuroda became a Member of Privy Council.
Kiyotsuna Kuroda is best remembered as a waka poet, which he studied at an early age under Tomonori Hatta. After Seifu Takasaki died he took his place as teacher of poetry to Emperors Meiji and Taisho.
