Pope [1853-1923] compiled this law dictionary in 1919-1920, and included citations to many cases that came before Illinois courts. "Still, this quirky and impractical nature of the dictionary is offset by some excellent entries, such as the one on shall (pp. 1466-74). Pope was one of the earliest to elucidate the variability of the word....
