Kō Tsuruta was born in 1888 in Hizen, Fukuoka Prefecture, Japan.
Ko Tsuruta was first a disciple of Konsai Asaka and later studied ancient Chinese law under Saitan Kinoshita.
After the Meiji Restoration in 1868 he was appointed assistant professor at Daigaku Nanko (predecessor of Tokyo University) (1868), and later was nominated a junior judge to the Ministry of Justice and elected to the Diet.
