Kogoro Uemura was born on February 12, 1894 in Tokyo, Japan.
Kogoro Uemura graduated from Tokyo University in 1918. He was also a graduate of Tokyo's Hibiya High School.
Kogoro Uemura entered Agriculture and Commerce Ministry immidiately after graduating from Tokyo University. He became director of the Coal Control Board in 1941 and focused on coal production and procurement during the war.
Kogoro Uemura was purged by the Allied Occupation after the war but was asked to become vice-president of the Japan Federeation of Economic Organizations (Keidanren) in 1968 after being rehabilitated. On April 28, 1971, he became one of the founding leaders of the Japan-U.S. Business Council.
Kogoro Uemura tried to avoid collusion between big businesses and the government by attempting to abolish the practice of direct corporate contributions to political parties.
