He fostered the Osaka Labor Union.
Also, he was Chairman of Kanto Chapter of Labor Union in 1925 and shortly after a member of the central executive committee of the People's Social Party. Was Japan's delegate to 12th International Labor Conference in 1929 and appointed speaker of Japan Labor Union Conference in 1932.
After World War II was elected to Diet five times, being Chairman of the House for four straight sessions.
Was adviser to All Japan Federation of Labor Unions (Sohyo) and a prominent figure in the Japan Socialist Party.
