Until 1915 worker at chemical supply depots in Petrograd. 1915 drafted into Russian Navy. 1916-1917 petty officer, cruiser Avrora-, from 1918 in Red Navy.
1918-1920 assistant chief of supply, Volga Naval Flotilla. Assistant commandant, Nizhniy Novgorod, and Astrakhan’ ports. Commandant, Saratov and Astrakhan’ ports.
1921-1922 commandant and comissar, Sevastopol’ and Baku military docks. 1928-1930 commander, training ship Komsomolets-, chief of staff, brigade of battleships, Baltic Fleet. 1930 commandant and comissar, Naval Academy.
1930-1934 chief of staff, Black Sea Fleet. 1935-1937 commander. Northern Naval Flotilla. 1937-1938 commander. Northern Fleet.
1917 member, ship comt on cruiser Avrora-, helped storm the Winter Palace then headed guard detail for Winter Palace and Hermitage. In late 1920’s, during controversy over how to develop Soviet Navy, advocated the building of light naval vessels and naval aircraft. Co-founder, Northern Fleet.
