At 1952 Communist Party of the Soviet Union Congress elected candidate member of the Central Committee. Deputy, USSR Supreme Soviet of 1946, 1950 and 1954 convocation. 1941-1945 put through “extraordinary measures for the establishment of order” as regards labor discipline, military and labor desertion and the dissemination of “anti-Soviet rumors and defeatist ideas”.
After liberation of German-occupied territory responsible for public punitive actions. 1946 member, Editor Commission for Amendments and Additions to the Text of the USSR Constitution. 1957 Chairman, Preparatory Commission for Drafting a Bill on Judicial Systems of USSR, Union and Autonomous Republics, Draft Bills Commission, Soviet of the Union and Soviet of Nationalities, USSR Supreme Soviet.
1955 attended Helsinki Conference of Interparliamentary Union as member, USSR parliamentary group. 1956 attended 102nd Executive Committee session and 78th Council session of above Union in Yugoslavia. 1957 attended session of above Union in Nice.
1958 attended Congress of Union of Hungarian Jurists in Hungary and made speech condoning the death sentences of Imre Nagy and other leaders of 1956 Hungarian Uprising. Since 1959 Bureau member, International Association, of Democratic Lawyers. 1959 attended Bureau sessions of International Association, of Democratic Lawyers in China.
Since 1959 member, Editor Board, journal “Sovetskoe gosudarstvo i pravo” (Soviet State and Law). Was member, International Committee the Defense of Manolis Glezos (Greek Communist Party leader). 1938-1940 Head, Board of Education Institutions, and Collegium member, USSR Popular Commissariat of Justice.
1943-1948 USSR Procurutor General. 1948-1956 USSR Minister of Justice.
