Lost his parents in his childhood and grew up in an orphanage in Gorkii. Originally trained as an engineer. Doctor of Economical Sciences.
Senior party position in Vladivostok. In 1978, sent on a special course for diplomats. From March 1981, USSR Ambassador to Guyana.
Connections with the Committee for State Security from the early 1970s. In January 1985, appointed chairman of the Council for Religious Affairs (a body closely connected with the Committee for State Security, which supervises religious life in the USSR). Recently put in charge of the new liberal policy towards the church, and has mentioned ‘mistakes made in the past’.
