Career
Began work at age 15. Locksmith at various factories and plants. Active in revol movement.
From 1907 propaganda among workers and helped set up trade-union and cultural organizations. Worked for Rodniki Party Organization(s) (now Ivanovo Oblast). 1912-1913 helped organize Ivanovo Voznesensk and Kostroma Textile Rayon Party Conference.
Subsequently arrested and imprisoned. Upon his release went to Saint St. Petersburg and continued underground revol work. After 1917 February Revol member, Moscow Soviet.
Also chairman, Simonov Soviet, Simonov Administration and Rogozha-Simonov Soviet. Member and Presidium member, Moscow Province Executive Committee of several convocations. March 1921, together with other delegates at 10th Party Congress, helped crush Kronstadt Mutiny.
1921 director, “Dinamo” Plant. 1922 appointed chairman, Electr Engineer Trust. 1925, with amalgamation of two trusts, appointed chairman.
Joint State Electr Engineer Trust. May 1926 elected chairman, Moscow Soviet. From 1929 chairman, Moscow Oblast Executive Committee.
Member and Bureau member, Moscow Party Committee. At 12th—17th Party Congresses elected member, Central Committee, All-Union Communist Party (Bolsheviks). Presidium member, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee of several convocations.
From February 1932 Union of the Soviet Socialist Republics Deputy People's Commissar of Supply. From 1934 Russian Soviet Federative Socialist Republic People's Commissar of Local Indiana. From October 1936 Russian Soviet Federative Socialist Republic People's Commissar of Light Indiana.
1937 arrested by State Security organs.
