1904 graduate Law Faculty, Warsaw University.
From 1906 associate professor, then professor, Kiev University and Kiev Business Institute. 1928-1930 vice-res, Ukraine Academy of Sciences. 1943-1947 director, Institute of Economy, Ukraine Academy of Sciences, from 1945 member, Ukraine State Planning Committee.
Wrote numerous works on economics and statistics containing a wealth of factual material. Wrote several textbooks on economics geography Ocherki po istorii pol’skoy fabrichnoy promyshlennosti (An Outline History of the Polish Manufacturing Industry) (1909). Tret’ya professional’no-promyslovaya perepis’ v Cermanii.
