1904 graduate Law Faculty, Warsaw University.
Career
From 1906 associate professor, then professor, Kiev University and Kiev Business Institute. 1928-1930 vice-res, Ukraine Academy of Sciences. 1943-1947 director, Institute of Economy, Ukraine Academy of Sciences, from 1945 member, Ukraine State Planning Committee.
Wrote numerous works on economics and statistics containing a wealth of factual material. Wrote several textbooks on economics geography Ocherki po istorii pol’skoy fabrichnoy promyshlennosti (An Outline History of the Polish Manufacturing Industry) (1909). Tret’ya professional’no-promyslovaya perepis’ v Cermanii.
Opyt analitiko-metodologicheskogo issledovaniya (The Third Trades and Crafts Census in Germany. An Analytical and Methodological Study) (1911). Osnovy ekonomii strakhovaniya (The Principles of Insurance Economics) (1923).

Peaceful coexistence among Soviet and Western block is a continuation of the class struggle between the socialist and capitalist worlds, but not based on armed conflict. The conflict is mainly economical.
